Prioritizing local solutions over massive infrastructure in Africa’s AI journey

Nigeria’s National Information Technology Development Agency (NITDA) is steering the country’s AI strategy towards small language models (SLMs) to address local challenges effectively. By focusing on SLMs, NITDA aims to leapfrog infrastructural limitations and foster homegrown AI solutions tailored to Nigeria’s unique needs.


Embracing Small Language Models for Local Impact

NITDA’s Director-General, Kashifu Inuwa, emphasizes the potential of SLMs in democratizing AI access across Nigeria. Unlike large language models requiring extensive infrastructure, SLMs can operate efficiently in resource-constrained environments, making them ideal for Nigeria’s diverse regions.

Inuwa highlights the development of Afro-SLM by Nigerian startup EqualyzAI as a testament to the viability of SLMs. These models are designed to function offline and support African languages, ensuring inclusivity and broader reach.


Strategic Partnerships and Infrastructure Development

To bolster Nigeria’s position in the AI landscape, NITDA is collaborating with global tech giants like Google. Discussions are underway to establish sovereign cloud infrastructure and investment frameworks that support local talent and innovation.

Nigeria’s strategic assets, including undersea cables and a planned 90,000km fiber network, position the country to become a data hub for West and Central Africa. By focusing on ecosystem development rather than solely on infrastructure, NITDA aims to create a sustainable and inclusive digital economy.


Building a Robust AI Ecosystem

NITDA’s eight-pillar roadmap encompasses:

  • Talent Development: Integrating digital literacy from early education levels.
  • Research and Innovation: Fostering AI research across sectors like agriculture and healthcare.
  • Regulatory Frameworks: Establishing data classification policies to ensure data sovereignty.
  • Infrastructure Enhancement: Developing cloud services and promoting local data centers.

This comprehensive approach ensures that Nigeria not only adopts AI technologies but also adapts them to local contexts, maximizing their impact.
